  5 stars would mean what? Its a detention center. I used to work here and I would assume the rating would mean that this place would be a safe, immaculately klean environment, it would mean the staff were great roll models and did their job with the utmost importance and extreme urgency. But with such a flawed system on all parts, this would be a very hard task to accomplish. I'd say this place does its job in making room for and housing juvenile delinquents, keeping them safe, fed and washed for the tyme period allotted.
